OMS: Protecting Communities, Supporting Investigations
The Offender Management System (OMS) gives law enforcement across Louisiana one centralized, real-time platform to strengthen investigations, enforce accountability, and protect public safety.
By law, providers must follow strict standards, and OMS ensures those standards are met—instantly, transparently, and with a permanent digital record.
The Single Source Search Registry gives law enforcement and criminal justice partners a powerful, statewide tool for accountability:
One registry. One source. Total accountability.
Law enforcement can confirm offender details instantly, including:
One search delivers everything officers need in real time.
The Search Offender Notes tool gives law enforcement access to provider-offender interactions stored in a single, centralized database.
Every note. Every interaction. One permanent record.
Under RS 15:571.36, providers must report violations promptly or face severe penalties, including jail time and loss of authority to monitor offenders. OMS makes this possible by:

Each search reveals:

The Search for a Manufacturer tool gives law enforcement powerful investigative access beyond just equipment verification.
With this tool, agencies can:
This tool ensures that law enforcement has direct evidence, real-time tracking, and verified equipment data—all in one place.
With OMS, law enforcement finally has one centralized platform to manage offender supervision, provider compliance, violation reporting, and investigative support.
OMS delivers real-time accountability to protect every community across Louisiana.
The ASAP Offender Management System (OMS) has been recognized as a valuable investigative tool by law enforcement at every level—including federal partners.
In March 2023, ASAP presented its capabilities to law enforcement partners at the New Orleans Police Department’s weekly violent crime meeting. Following this presentation, the FBI New Orleans Violent Crime Task Force identified OMS as a resource that could enhance their mission. Since then, ASAP has directly supported the FBI and its state and local partners, providing timely and accurate location data that has contributed to multiple arrests.
Below is a letter of recognition received from the FBI New Orleans Field Office, highlighting ASAP’s direct impact on public safety in Louisiana:
